答:澳大利亚、加拿大、新西兰、英国、美国外长发表联合声明,公然对中国香港事务横加干涉,处心积虑攻击香港选举制度,抹黑特区立法会选举,严重违反国际法和国际关系基本准则,中方对此表示强烈不满和坚决反对。
12月19日,香港特别行政区第七届立法会选举依法顺利举行。本次选举是香港特区全面落实新选举制度的一次成功实践,充分体现了广泛代表性、政治包容性、均衡参与性和公平竞争性,对发展符合香港实际的民主、塑造香港良政善治的新格局、推动“一国两制”实践行稳致远具有重要意义。
香港是中国的香港。香港特区的民主怎么发展纯属中国内政。香港的民主制度好不好,要由包括香港同胞在内的全体中国人民说了算。中国中央政府坚定不移全面准确贯彻“一国两制”方针,坚定不移支持香港特区发展符合其宪制地位和实际情况的民主制度。任何打着民主旗号干涉中国内政、企图搞乱香港的图谋都不会得逞。
中国政府管治香港的依据是中国宪法和香港基本法,而非《中英联合声明》。任何外国无权借口这个联合声明插手香港事务。中国政府维护国家主权安全、发展利益的决心坚定不移,贯彻“一国两制”方针的决心坚定不移,反对任何外部势力干涉香港内部事务的决心坚定不移。
中方敦促所谓“五眼联盟”及其成员,尊重中国主权,遵守国际法和国际关系基本准则,谨言慎行,停止以任何方式干预香港事务和中国内政。我们也希望有关国家坚持独立外交政策,维护双边关系政治基础,多做有利于香港繁荣稳定和双边关系发展的事。
Response to Media Query by Spokesperson of Chinese Embassy in New Zealand on the Joint Statement on Hong Kong by the Five Eyes Alliance Countries
Q: On December 21, the foreign ministers of Five Eyes Alliance have issued a joint statement to raise their concern regarding the outcome of the Legislative Council (LegCo) elections in Hong Kong. What is your comment?
A: The Foreign Ministers of Australia, Canada, New Zealand and the United Kingdom, and the Secretary of State of the United States issued a joint statement on Hong Kong. The statement openly finger-pointed over China’s Hong Kong affairs, deliberately attacked Hong Kong’s electoral system and smeared the Legislative Council election, which is a flagrant violation of international law and basic norms governing international relations. The Chinese side is strongly concerned about and firmly opposed to it.
The election for the seventh-term LegCo of the Hong Kong Special Administrative Region (HKSAR) was successfully held on December 19. This election is a successful practice to comprehensively implement the new electoral system in Hong Kong, which is broadly representative and politically inclusive, and ensures balanced participation and fair competition. It has a far-reaching significance to developing democracy suited to Hong Kong’s realities, shaping a new structure for good governance in Hong Kong, and promoting the steady and sustained implementation of One Country, Two Systems.
Hong Kong is part of China. How to develop democracy in the SAR is purely China’s domestic affair. Whether Hong Kong’s democratic system is good or not should be judged by the Chinese people, including Hong Kong compatriots. The Central Government is committed to fully and faithfully implementing the principle of One Country, Two Systems and to supporting Hong Kong in developing a democratic system that conforms to its constitutional status and realities on the ground. Attempts to interfere in China’s domestic affairs and mess up Hong Kong are all doomed to failure.
The legal basis for the Chinese government’s administration of Hong Kong is China’s Constitution and the Basic Law, not the Sino-British Joint Declaration. No country has the right to use the Joint Declaration as a cover to interfere in Hong Kong affairs. The Chinese government is firmly determined to safeguard national sovereignty, security and development interests, implement One Country, Two Systems, and reject foreign interference in Hong Kong affairs.
The Chinese side urges the Five Eyes Alliance and its member to respect China’s sovereignty, abide by international law and basic norms for international relations, be discreet with their words and deeds, stop interfering in Hong Kong affairs and China’s internal affairs. We hope that relevant country will adhere to an independent foreign policy, maintain the political basis of bilateral relations, and do more to promote Hong Kong’s prosperity and stability and bilateral relations with China.
