Shanghai’s Pudong New Area has issued a special policy on facilitation for foreign talents at Pudong international talent hub forum that held on this year’s December 7th.
The forum has put forward 34 specific measures to strengthen the provision of foreign talents facilitation services, including the protection of foreign talents’ working, entrepreneurship, life and other aspects in Pudong New Area.
Pudong New Area can directly examine and issue the confirmation letter of foreign high-end talents to provide multiple entry visas for foreign talents who visit for study exchanges, scientific research cooperation and business visits, and the families of talents can also enter China with certificates.
Pudong New Area takes the lead in piloting electronic port visa, which is handled online throughout the whole process and is not limited by time and space. There is no need to submit paper materials or original passport, and no paper visa.
Foreign talents can directly enter through the border inspection channel with their passports and electronic visas.
Foreign high-level talents recommended by Pudong New Area can directly apply for foreigner permanent residence ID card, the application is simpler and the processing time is faster.
Pudong New Area will be more open to promote innovation. Urgently-needed talents of key industries can directly obtain work permits for foreigners in China. International talent station at Pudong New Area offers free talent apartments for up to 14 days and startup space for up to 12 months for overseas talents.
In order to facilitate the life of foreign talents, Pudong New Area will enrich international education and medical service resources and build a high-quality community service system for international talents. Pudong New Area will also establish foreign-related legal service stations, and set up special services windows for short-term resident foreign talents to apply for domestic driving licenses.
In order to better encourage foreign talents to work in China, Pudong New Area has previously established a convenient system for recommending permanent residence for high-level foreign talents. When high-level foreign talents recommended by the Pudong New Area’s government apply for permanent residence, the materials they submit can be simplified and the processing time is greatly shortened. Their foreign spouses and minor children can also apply with them.
Since the establishment of the permanent residence recommendation system for high-level foreign talents, Pudong New Area has issued permanent residence recommendation letters for more than 50 foreign talents, according to the local government.
After obtaining the permanent residence ID card, foreign talents can use it as personal identity proof when handling financial, education, medical, transportation, accommodation and other affairs, which further facilitates foreign talents to work, live and study in China. (编译：陈惠芳）

当日会议发布的《浦东新区关于进一步加强外籍人才便利化服务保障的若干措施》(以下简称《若干措施》)，覆盖外籍人才在浦东工作、创业、生活等多方面，共提出34条具体举措。
根据《若干措施》，外籍人才在出入境方面将更加便捷。浦东新区可以直接审发《外国高端人才确认函》，为访学交流、科研合作、商务考察的外籍人才提供可多次往返的签证便利，人才家属也可一起持证入境；电子口岸签证在浦东全域率先试点，全程网上办理，不受时空限制，无需纸质材料，免交护照原件，免贴纸质签证。入境时可凭护照及电子签证直接从边检通道入境；实施永久居留推荐“直通车”制度，经浦东新区推荐的外籍高层次人才可直接申办外国人永久居留身份证，申请更简单，办理时间更快。
浦东在创新创业方面将更加开放：重点产业紧缺人才可直接获得外国人来华工作许可；国际人才驿站为有意来浦东的海外人才提供最长14天免费人才公寓和最长12个月的创业空间。
外籍人才在浦东的居住和生活也将更加方便。浦东官方表示，将拓展国际化教育医疗服务资源，打造高品质国际人才社区服务体系；设立涉外法律服务站，推广外籍人才便民“服务包”；为短期居住外籍人才申办国内驾照开设专窗。
为更好支持和服务外籍人才来华创新创业，浦东新区此前已建立了外籍高层次人才永久居留推荐“直通车”制度：经浦东新区人民政府推荐的外籍高层次人才，申办永久居留时不仅可简化材料，在办理时限上也大大缩短，其外籍配偶和未成年子女还可随同申请。
浦东新区官方表示，外籍高层次人才永久居留推荐“直通车”制度建立以来，浦东已为50余名外籍人才出具永居推荐函。外籍人才在获得“永久居留身份证”后，可以在办理金融、教育、医疗、交通、住宿等事务时，作为个人身份证明单独使用，进一步便利了外籍人才在境内工作、生活、学习。
